Sachin Malik: Keeping in view the upcoming monsoon season and Possible flood Situations in Uttar Pradesh, the State Water Resources Minister, Swatantra Dev Singh, today conducted A comprehensive review of flood control and Prevention measures at the Irrigation Department headquarters in Udayganj. During the high-level meeting, detailed discussions were held on flood Protection Projects across the State, the condition of embankments, Preparedness in sensitive areas, relief and rescue arrangements and inter-departmental coordination. Along with Senior departmental officials, district-level officers also Participated in the meeting through video Conferencing.
A Key highlight of the meeting was that the Water Resources Minister directly inspected the Progress of flood Protection Projects costing over ₹5 crore through live-view cameras from Project Sites. He interacted directly with engineers and officials at the sites and sought updates regarding work Quality, Progress and timelines. Swatantra Dev Singh Clearly Stated that all flood-related Projects must be completed by June 15 under any Circumstances and that negligence or laxity at any level would not be tolerated. He warned officials that Strict action would be taken against concerned officers and implementing agencies if any negligence affecting Public Safety was found.
No Compromise on Quality: Water Resources Minister.
The Minister directed officials to ensure that all Projects are executed according to Prescribed Standards and with high-quality Parameters. He instructed that the Cleaning of drains before the flood season Should be completed on a Priority basis. He also directed that rat holes, seepage holes and rain cuts on embankments Should be repaired immediately so that transportation is not disrupted during floods and relief and rescue operations can continue Smoothly. He further emphasized ensuring adequate reserve Stock at highly sensitive locations and maintaining necessary resources in advance during the flood Period.
All Control Rooms to Be Established by May 31 and Fully Operational from June 15.
During the meeting, Swatantra Dev Singh directed that all control rooms across the State Should be established by May 31 and become fully functional by June 15. He Stated that every officer Should continuously monitor their respective areas during the flood Period and ensure Prompt and effective action in case of emergencies. He also said that regular inspections and monitoring by senior officials would accelerate Project Progress and ensure timely completion with Quality Standards.
Reviewing Pre-flood Preparations, the Minister instructed that coordinated action Should be ensured through the Steering Group and that district administrations Should establish flood outposts at the earliest. He directed officials to identify sensitive and highly sensitive Points on embankments, carry out necessary Protection work there and maintain adequate reserve Stock. Additionally, he Stressed the mandatory formation of flood Safety committees in all Districts.
To Strengthen inter-departmental coordination, directions were also issued for appointing divisional nodal officers, district-level flood coordination officers and special nodal officers for interstate and international flood-Related Issues. The Minister also emphasized Physical verification of Pre-flood Preparations by teams constituted at the headquarters level and the formation of Quick Response Teams (QRT) to deal with emergencies. He further directed that a detailed roadmap of alternative routes Should be Prepared to ensure quick access to sensitive and highly sensitive areas during Emergencies.
The meeting was attended by Principal Secretary of the Irrigation and Water Resources Department, Anil Garg, Chief Engineer and Department Head Sandeep Kumar, Chief Engineer (Projects) Ashok Kumar, along with other senior Officials. District-level officers also Participated through video conferencing and Shared updates regarding flood Preparedness Measures.
