Sachin Malik: A High-level review meeting was held under the Chairmanship of Uttar Pradesh Chief Secretary S. P. Goyal to assess the Progress of the Compliance Reduction & Deregulation 2025 initiative, aimed at making the State Ease of Doing Business (EODB) ecosystem more efficient, investor-friendly and business-oriented. The meeting focused on reducing unnecessary compliance burdens, expediting business operations and creating a more conducive environment for investments in the State.
The Chief Secretary Stated that the measures Proposed under Deregulation 2.0 would Significantly enhance Uttar Pradesh investment attractiveness, accelerate industrial establishment, Promote the MSME Sector, Generate employment opportunities, relieve farmers and landowners from unnecessary Procedural hurdles, expand education and healthcare services and Provide fresh momentum to tourism Development. These reforms, he said, would Strengthen the State overall economic Growth While making Uttar Pradesh an even more business-friendly destination for Investors.
Chief Secretary Goyal directed all concerned departments to thoroughly examine the Proposals Presented during the meeting and ensure their early Implementation. Departments that are unable to implement any Proposal immediately have been instructed to Submit the reasons to the Invest UP Department within one week. He also emphasized adopting best Practices from other States to further improve the State Regulatory framework. The initiative marks a Significant Step toward Positioning Uttar Pradesh as one of the Country most attractive investment Destinations.
Earlier in the meeting, detailed discussions were held on several reform Proposals, including simplification of land-use regulations, ensuring optimal utilization of land in industrial Clusters, Streamlining the building Permission Process, aligning fire safety norms with Global best Practices, Eliminating dual licensing requirements for businesses, liberalizing regulations Governing Shops and commercial Establishments and simplifying licensing Procedures under the Legal Metrology framework.
The meeting also deliberated on making the State Industrial Development Authority the Single nodal agency for industrial Clusters, Providing Self-declaration-based facilities and inspection Protection to MSME expediting electricity connection Processes, increasing the frequency of SEAC and SEIAA meetings, developing land banks using degraded forest and non-forest land, Promoting affordable and Quality accommodation for tourism, relaxing minimum land, endowment fund and infrastructure requirements for Private Schools, universities and higher education institutions, simplifying registration and licensing Procedures in the healthcare Sector, reducing turnaround time under the Single-Window Clearance system, creating a centralized digital repository of all regulations and implementing a simplified Clearance mechanism under the Proposed Right to Business Act.
