He said the target of taking Uttar Pradesh exports to ₹5 lakh crore by 2030 reflects the State Growing confidence and economic Potential. Better coordination between the Central and State Governments is creating new development opportunities for Uttar Pradesh.

Reference to the Situation Before 2017
Sharing his experiences from 2017, the Union Minister said that at that time, People in Uttar Pradesh were concerned about law and order and the business Environment.
There was not enough confidence among Entrepreneurs, and there was a lack of Enthusiasm for Setting up large new industries in the State. Even major industrial centres in the country were not looking towards Uttar Pradesh for investment, While attracting international investment seemed even more Distant.
He said that due to issues related to corruption and law and order, there was an atmosphere of disappointment among the General Public as well as the business and industrial Community.
There was considerable discussion about large-Scale migration and Uttar Pradesh was viewed as one of the less-developed States. In Such an environment, it was difficult to imagine investments in modern sectors such as robotics, the Defence Corridor and Semiconductors.
Suggestions from Youth, Women and Different Sections of Society Compiled into a Vision Document
Piyush Goyal referred to the Process of Preparing the BJP manifesto during the 2017 Assembly Elections and said that Party workers had travelled from village to village and door to door across the State to seek Suggestions from People.
Youth, women and various sections of Society Shared their aspirations and expectations. These Suggestions were compiled and incorporated into the Manifesto.
He said the aspirations that emerged at the time were extensive and required significant financial resources to fulfil. Uttar Pradesh budget was limited, and financial resources were under Pressure. After meeting regular obligations, including Salaries of Government employees, only limited resources remained for development works.
Despite this, it was estimated that Substantial additional funds would be required every Year to fulfil Public Expectations.
Revenue Increased Through an Honest and Transparent System
Piyush Goyal said that with the blessings of Prime Minister Narendra Modi and under the leadership of Chief Minister Yogi Adityanath, Uttar Pradesh has made Significant Progress not only in development but also in revenue Collection.
He said Government Policies and improved administration have resulted in a manifold increase in revenue from various sources, and these resources are being utilised for the State Development.
Citing excise revenue as an example, he said that compared with 2016-17, the State excise revenue has increased nearly fivefold at Present.
He said this Growth is not confined to a Single Sector, but reflects improvement across various revenue sources in the State. He noted that While the land remains the same, there has been a major Change in revenue Generated through land transfers, registration fees and Stamp Duty.
Referring to the mining sector, the Union Minister said that in 2016-17, Uttar Pradesh mining revenue from sand, morang, Stone and other minerals was around ₹1,548 Crore. Today, revenue from this Sector has increased several Times.
He said the change in revenue collection reflects improved governance and effective utilisation of Resources.
According to him, the increase in revenue is Clearly visible in the State development Journey. Improved revenue collection has Provided the Government with Greater resources for roads, expressways, airports, industrial development and other development and welfare Projects.
Piyush Goyal said that While the State had earlier faced financial Pressure and revenue deficits, the Uttar Pradesh Government is now in a Position to Present a Surplus Budget. He said this is also important for keeping the burden of unnecessary debt on the Present and future Generations lower.
