New Delhi: Dharmendra Pradhan is no longer India’s Union Education Minister. He resigned on Saturday afternoon, taking moral responsibility for the paper leaks. Pradhan’s resignation should not be treated as the end of the story: the bigger question is what changes come next in India’s exam system.
The immediate response should be structural reform, not just a change of faces, because the crisis is about trust, transparency, and recurring paper leaks.
SO, NOW WHAT? FIVE CHANGES THAT NEED TO HAPPEN
With the minister gone, and the bureaucracy already reshuffled, the real test is whether this moment produces actual reform, or just a change of faces. Here are the five big shifts that students, parents and courts alike are now watching for.
A clean-up of the National Testing Agency (NTA). Petitions before the Supreme Court have already sought either an overhaul or outright dissolution of the NTA. Courts have asked the government to explain how the agency will build “institutional memory” so the same mistakes don’t repeat every exam cycle. This is likely to be the first big-ticket reform on the table.
A tamper-proof exam pipeline. From how question papers are printed to how they travel to exam centres, the entire chain needs securing. The Centre has already told the Supreme Court it is tightening this process: the next government will have to show it actually works, not just promise it.
Fast, transparent results and marking. The CBSE on-screen evaluation mess showed how opaque marking and revaluation can wreck trust overnight. A Delhi High Court fast-track bench has now been set up to try cases under the Public Examinations (Prevention of Unfair Means) Act, 2024.
A setting up of a committee. The government should set up a standing high-powered monitoring committee to oversee sensitive exams until public confidence is restored. The proposed model includes independent experts such as a retired judge, a cybersecurity specialist and a forensic scientist, which would add credibility and independent oversight.
A real conversation about jobs, not just exams. Underneath the anger over paper leaks lies a bigger, older frustration, the scramble for a shrinking number of secure jobs. Protesters have repeatedly linked exam scandals to India’s unemployment crisis. Fixing the NTA alone won’t fix that. Reform, if it is serious, will have to look beyond the exam hall.
For now, the protests have their scalp. Whether they also get their reform is the question that will decide if this was a turning point, or just another news cycle.
HOW ALL OF THIS BEGAN
It began with the NEET-UG 2026 exam paper leak, hit by a paper leak much like the one in 2024. Before that row settled, a second scandal broke: CBSE’s on-screen marking left thousands of students unsure if their results were even correct.
For students already worried about jobs, this was the final straw. Anger over leaks in NEET, SSC, UGC-NET and more has built up for years. Student groups say dozens of exams have been compromised, turning a fair shot at a career into what many call a rigged lottery.
FROM A JOKE TO A JANTAR MANTAR TAKEOVER
This protest grew fast. A satirical page called the Cockroach Janta Party, started in May by Abhijeet Dipke, began as a joke on politicians. By June, it became a real protest camp at Delhi’s Jantar Mantar.
It gained real force when activist Sonam Wangchuk began a hunger strike there in late June, demanding Pradhan’s resignation and a full overhaul of India’s exam system. Political parties, student groups, and parents soon joined in. News channels called it India’s “Gen Z protest”, and it wouldn’t fade.
THE QUIET RESHUFFLE THAT CAME FIRST
Pradhan wasn’t the first to go. Two days earlier, the government reshuffled the education bureaucracy. Vineet Joshi, who ran both the Higher and School Education departments and once headed the NTA, was removed and moved to the Ministry of Panchayati Raj.
Naresh Pal Gangwar took over as Higher Education Secretary. T K Anil Kumar became School Education Secretary. Many saw this as an attempt to save the minister by sacrificing his officials first. It didn’t work for long.
Now, with the new changes in the ministry, there must be a clear accountability framework for leaks, cheating networks and administrative failures. The existing law already criminalises organised unfair means, but recent reporting says the government is considering stronger enforcement powers, which would need to be matched by swift investigation, prosecution and transparent public reporting.
With Pradhan’s resignation, the system should see newer changes, ones which promise to keep the faith of students in India’s education system that secures their future.
