100% Waiver on surcharge and up to 25% rebate on principal amount for lump-sum payments.

Lucknow: Uttar Pradesh Urban Development and Energy Minister A.K. Sharma has announced a historic decision in the interest of millions of electricity consumers of the state by launching the “Electricity Bill Relief Scheme 2025.” Under this scheme, never-paid and long-unpaid consumers will be provided significant relief. The announcement was made by A.K Sharma during a press conference at Sangam Auditorium.

Additional Chief Secretary Narendra Bhushan, Chairman Ashish Goel and Managing Director Pankaj Kumar were also present on the occasion.

Under the Electricity Bill Relief Scheme 2025, a historic decision has been taken to grant a 100% waiver on surcharge and up to 25% rebate on the principal amount on lump-sum payment of dues. The Energy Minister described this initiative as a “gift from the government and an unprecedented effort towards public participation.” He said that the state government goal is to ensure that no consumer remains burdened by unpaid electricity bills and that the power distribution system becomes financially stronger. This scheme will not only generate significant revenue for the government but also provide major financial relief to both domestic and commercial consumers.

100% Waiver on surcharge and up to 25% rebate on principal for Lump-Sum payments

Sharma informed that under the scheme, if a consumer pays the outstanding bill in a lump sum, they will receive a 100% waiver on surcharge and a rebate on the principal amount as follows:

Phase 1 (December 1–31, 2025): 25% rebate

Phase 2 (January 1–31, 2026): 20% rebate

Phase 3 (February 1–28, 2026): 15% rebate

The Minister appealed to citizens to register during the first phase to avail the maximum benefits, stating, “Those who register and pay earlier will receive greater benefits.”

Benefits for both domestic and commercial consumers

The scheme will be applicable to domestic consumers (up to 2kW) and commercial consumers (up to 1kW). Moreover, relief provisions have also been made for cases related to electricity theft. Consumers involved in such cases due to technical or metering errors will also be eligible for relief.

Installment facility for the poor and middle-class consumers

The Energy Minister stated that keeping in view the convenience of poor and middle-class consumers, the government has also provided a facility for payment through monthly installments. This will enable consumers who cannot pay their dues in one go to still benefit from the scheme and clear their outstanding bills. The initiative will promote economic empowerment and self-reliance among lakhs of small consumers in the state.

Relief for overbilling and underbilling consumers

Sharma further stated that during the scheme, the department will also revise bills for consumers affected by overbilling and underbilling, ensuring that no consumer faces unnecessary financial burden and that they receive accurate and transparent billing. He said, “This is not merely a rebate scheme but a mission to restore consumer trust and transparency.” For such consumers, a monthly average amount will be determined and bills will be revised based on normative billing data.

Simplified registration process

The registration process under the scheme has been made simple and convenient. Consumers can register through the official website (www.uppcl.org), at their respective division/sub-division offices, Jan Seva Kendras (CSC centers) or any departmental cash counter. The Minister instructed officials to ensure that no consumer faces any difficulty in the registration process, that all applications are accepted in a timely and transparent manner and that the entire process is continuously monitored.

Concessions in electricity theft cases

Under the scheme, individuals involved in electricity theft cases can also avail relief on the assessed revenue amount by registering for the scheme. To register, the individual must deposit ₹2,000 or 10% of the assessed amount (whichever is higher).

Message from A.K. sharma: “public ponvenience is paramount”

Energy Minister A.K Sharma said that this scheme is a historic initiative for the welfare of the people. He added, “We have always strived not only to ensure electricity supply but also to provide relief to the public. The ‘Electricity Bill Relief Scheme 2025’ will free people from financial burden and strengthen their trust in the power department. This is a scheme of the people, for the people and every consumer should take advantage of it.”

A new chapter in the state energy journey

Sharma said that this scheme marks a new chapter in reform, transparency and financial discipline in the energy sector of the state. It will improve the revenue collection rate, reduce outstanding dues and provide resources for new projects. He stated, “Our goal is ‘Electricity for All – Relief for All,’ and this scheme is a concrete step in that direction.”

Joint effort by officials and citizens for successful implementation

The Energy Minister instructed all officials to ensure effective publicity and implementation of the scheme without any negligence. He emphasized that every consumer should be made aware of the scheme and be able to register easily. He directed department officials and employees to run this initiative as a public awareness campaign so that every eligible consumer can benefit. He also instructed continuous monitoring of the scheme progress.

Public welfare Is the government top priority

Sharma concluded by saying that this scheme is not merely about providing financial concessions but is also a symbol of trust and sensitive governance. He added, “The government top priorities are public convenience, service and satisfaction. The Electricity Bill Relief Scheme 2025 is a reflection of this people-centric approach.” This scheme will prove to be a milestone in reducing the financial burden on consumers, strengthening transparency and advancing Uttar Pradesh energy reform journey.
